New motorcycle driving licence rules 2026

🚦 Motorcycle learner riding in Cyprus (A1, A2, A)

⚠️ Major change from 30 June 2026

Cyprus has introduced much stricter rules for motorcycle learners.

Learners in categories AM, A1, A2, and A are NOT allowed to ride independently on public roads.

A learner may ride only in the following cases:

  • During official training, while being followed and supervised by a licensed motorcycle instructor
  • While taking an official driving test
  • During state-mandated training (Police, Fire Service, National Guard)

🚫 Solo practice riding is no longer allowed for learners.


🏍️ Licence categories and learner conditions

A1 – Light motorcycles

  • Engine: up to 125cc
  • Power: max 11 kW
  • Minimum age:
    • Learner permit: 17½
    • Full licence: 18
  • Learner riding (2026+):
    • ❌ No solo riding
    • ✅ Only with instructor supervision

A2 – Medium motorcycles

  • Power: max 35 kW
  • The bike must not be derived from a model with more than double the power
  • Minimum age: 20
  • Requirement: Must hold a full A1 licence for at least 2 years
  • Learner riding (2026+):
    • ❌ No solo riding
    • ✅ Instructor-supervised riding only

A – Full/unrestricted motorcycles

  • Power: Unlimited
  • Minimum age:
    • 24, or
    • 22 with 2 years on A2
  • Training: Minimum 7 hours mandatory
  • Learner riding (2026+):
    • ❌ No solo riding
    • ✅ Only with licensed instructor supervision

📌 Key learner restrictions (important)

  • No learner motorcycles may be ridden alone
  • Insurance is typically invalid if the rules are broken
  • Riding without instructor supervision may lead to:
    • Fines
    • Licence suspension
    • Test bans
